คณะกรรมาธิการยุโรปประกาศ Commission Implementing Regulation (EU) 2025/2138 ว่าด้วย การปรับแก้ Implementing Regulation (EU) 2021/1378 เกี่ยวกับการยอมรับ (recognition) หน่วยงานเอกชน (Control Body: CB) ที่ได้รับอนุญาตให้ดำเนินการรับรองสินค้าเกษตรอินทรีย์เพื่อส่งออกไปยังสหภาพยุโรป ใน EU Official Journal L series โดยมีรายละเอียดดังนี้
1. ภาคผนวก 1: การปรับบัญชีรายชื่อประเทศที่สามที่มีระบบการผลิตและการตรวจสอบสินค้าเกษตรอินทรีย์ที่เท่าเทียมกับสหภาพยุโรป (ไม่มีการปรับเปลี่ยนในครั้งนี้)
2. ภาคผนวก 2: การปรับบัญชีรายชื่อหน่วยงานเอกชน (Control Body: CB) ที่ได้รับอนุญาตจากสหภาพยุโรปให้เป็นหน่วยงานรับรองสินค้าเกษตรอินทรีย์เพื่อส่งออกไปยังสหภาพยุโรป ตามมาตรา 46 Regulation (EU) 2018/848 ดังนี้
2.1 การขึ้นทะเบียน CB รายใหม่ จำนวน 4 ราย ได้แก่
1) AfriCert Limited
2) Organic T&C, L.L.C.
3) Q-Check Private Company
4) SUSTAINABLE AGRICULTURE PROMOTION SOCIETY (SAPS)
2.2 การเพิ่มการขยายการรับรองสินค้ากลุ่มใหม่ให้แก่ CB จำนวน 7 ราย ได้แก่
1) Florida Certified Organic Growers and Consumers, Inc. (FOG)
2) DBA as Quality Certification Services (QCS)
3) IMOCERT Latinoamérica Ltda.
4) Kiwa BCS Öko-Garantie GmbH
5) Organic Control System LLC Subotica
6) ORSER KONTROL VE SERTİFİKASYON ANONİM ȘİRKETİ
7) Southern Cross Certified Australia Pty Ltd
3. ในส่วนที่เกี่ยวข้องกับประเทศไทย พบว่า จากหน่วยงานรับรองเอกชน (CB) ที่ได้รับอนุญาตขยายการรับรองสินค้ากลุ่มใหม่ ทั้งหมด 7 ราย มีจำนวน 1 ราย ที่ให้การรับรองสินค้าเกษตรอินทรีย์ไทยเพื่อส่งออกไปยังสหภาพยุโรป ได้แก่ Kiwa BCS Öko-Garantie GmbH โดยให้การรับรองสินค้าอินทรีย์กลุ่ม A, B, C, D, E และ G* รายละเอียดปรากฏตามภาคผนวก Commission Implementing Regulation (EU) 2025/2138
4. กฎระเบียบดังกล่าวมีผลบังคับใช้ 3 วัน หลังจากที่ประกาศใน EU Official Journal (ประกาศในวันที่ 22 ตุลาคม 2568) ทั้งนี้ รายละเอียดของกฎระเบียบดังกล่าว สามารถสืบค้นเพิ่มเติมได้จาก QR code
*สินค้ากลุ่ม A: Unprocessed plants and plant products, including seeds and other plant reproductive material
สินค้ากลุ่ม B: Livestock and unprocessed livestock products
สินค้ากลุ่ม C: Algae and unprocessed aquaculture products
สินค้ากลุ่ม D: Processed agricultural products, including aquaculture products, for use as food
สินค้ากลุ่ม E: Feed
สินค้ากลุ่ม F: Wines
สินค้ากลุ่ม G: Other products listed in Annex I to Regulation (EU) 2018/848 ( — Yeasts used as food or feed, — maté, sweetcorn, vine leaves, palm hearts, hop shoots, and other similar edible parts of plants and products produced therefrom, — sea salt and other salts for food and feed, — silkworm cocoon suitable for reeling, — natural gums and resins, — beeswax, — essential oils, — cork stoppers of natural cork, not agglomerated, and without any binding substances, — cotton, not carded or combed, — wool, not carded or combed, — raw hides and untreated skins, — plant-based traditional herbal preparations) or not covered by the previous categories.
